[Bug?] No Mercy stealth problem at the beginning

I just attempted to solo stealth the beginning of NMH multiple times and while I'm taking care of cameras and hostages, there are always some doctors/nurses who appear at the staircase and raise the alarm without even getting an exclamation mark.
They appear, already panicking (even though they haven't heard or seen anything suspicious), but with no "!" above their heads, and after just a few seconds the red phone symbol pops up and I instantly get the alarm.
Is this some kind of bug or am I missing something here?
Edit: Still instant alarm after game restart.

Prett sure you cant solo stealth this heist anyway. Its like that in Payday: The Heist. You need atleast 3 players guarding each button.

I just solo stealthed it and it was really easy actually i only had to tie down 3 people

I don't know what button you're talking about right now, but I know that it can't be finished in stealth.
Still, I'd like to start the heist the "proper" way, and it doesn't work. I just tried it again after restarting the game and the same crap happened. Alarm out of nowhere.

I reached the part where I was already disguised as a doctor and the nurse was talking about the different patients and someone (Most likely a civilian) spawned in the previous area and saw the people I tied and triggered the alarm. That's long after it should've been possible.

Sounds like it might be the same spawn that I get, just delayed.

The issue seems related to AI- they gear up every time you put the mask on and alert everything

Same problem. No pointers shown, but still there is few people who's alarmed.

Are they not supposed to gear up? But even then my problem doesn't make sense since the nurses just spawn in panic mode, have no exclamation marks, and cause an instant alarm. They shouldn't be able to notice anything in the first place.
And judging by all the other people who are confirming my problem, this is not working as intended.

For some reason most of the doctors/nurses will go for the panic buttons even when not alerted,and if they aren't,you can't yell at them to get down,killing anyone results in the alarm anyway. Bug without a doubt

Yeah, I couldn't force them to surrender without using melee attacks.
