It does have bad all-around pickup. I think that they did indeed remove pickup being affected by ammotypes, they certainly removed it for most of the ammotypes.
The Judge can get ammo from cop pickups, but its ammo pickup is quite low so it more often than not doesn't get the pickups. Some stuff like Fully Loaded can help with that, but the best overall solution is to simply use the Judge sparingly. When you start to run low on its ammo, switch back to your primary, and use it only when you need to do some large burst damage.
Also, if you haven't gotten Walk-In-Closet in your perk deck yet, that's the 6th perk in every perk deck, I'd advise staying away from low-pickup guns like the Judge entirely. Walk-In-Closet boosts your ammo pickup rates and you need it if you want weapons like the Judge to really be able to get ammo.

you just don't get bullets from every ammo drop?
It was my goto secondary in the days of Dodge with HE rounds specifically for shields.
