I was wondering the same thing, really.
I mean, Vlad was already a shady figure in the Webisodes (he warned the (FBI?) agent to back off and be careful), then the earthquake scenario (and those ♥♥♥♥♥♥♥♥♥ safes), and several times now has he tried to get us killed, either by once again hiring his retarded brother in law, or by sending us out to retrieve goats filled with Cocaine...
The list goes on and on.

I say we torture Vlad to see who's responsible.
Have Dragan use some of his 'interrogation techniques', or better still, threaten to hand him over to Wolf and/or Jacket (and actually do it if he won't talk)
If all else fails, we can threaten to give him to Bonnie to be her personal sex slave...
If that won't make him talk, we're better off just shooting him.
