A helicopter came down from the sky and put a safe down but then after a while it leaves with it what am I suppose to do to get it open?

"On any difficulty and in between assaults, a large TITAN safe will spawn, and a marker in the shape of a circle will appear around it. When all the crew are in this circle, it will begin a timer. The crew must survive 2 minutes in this circle without exiting it in which groups of law enforcers will try to stop players. When done, the crew will be rewarded with either money (10% chance), multiple bags of jewelry (45% chance if no money) or otherwise 2 Almir's toast which can be secured when the bag loot point appears again."

It's what's often referred to as an "Event", and it's a feature exclusive to Lab Rats and Santa's Workshop.

At the end of the assaults, if you've managed to secure loot already, the safe will come down. Get all members of your crew in the circle, and don't leave the circle for 2 minutes. Going into custody counts as leaving the circle, but AI companions won't actually count as members of the crew.

During that 2 minute period, all cop spawns and spawn rates will change, as well as what cops will actually spawn. Things still scale with difficulty, but things change significantly- It'll start out slow and end with the game throwing an endless stream of cops at you in ridiculous proportions. At the end of the 2 min period, or if you otherwise fail the challenge, all the cops will immediately disappear, so you can bail out at any point you like.

Survive it, and you get loot.

it spawns some time after securing 4 bags of loot and will keep re-spawning until you activate the 2 minute timer
