1. no dlc needed
1. useful for silent killing when you need to have a non silenced gun (and a saw) for civvie control like in GO bank or a normal bank heist
3. you have a lot
4. they are a pretty cool throwable
And then throw a ton of them at someone

Fun fact: Throwing the smoke bomb in stealth will cause civvies and guards to be alerted :)

i mean even crew chief could be used as a non-dlc alternative to burglar (albeit a garbage one) since the stamina could be useful for whatever and the shouting range could help with controlling civs
To try and play devil's advocate as much as possible, they deal 40 damage so it would be theoretically possible to use them as a kind of backup CAR-4. You can throw them about as fast as a CAR can fire, (admittedly, that's relatively slow) and they deal almost as much damage as a modded non-DMR CAR-4.
Of course, the issue is that every other throwing weapon dwarfs them in damage potential (Shurikens don't sacrifice much firing speed, but deal 100 damage, and deal 250 DPS for 6 seconds after the initial hit), and 40 damage really won't work above Overkill. If you ask me they should buff the damage up to 100- Wouldn't make them exceptional, but it'd probably give them one of the highest DPS values of any throwing weapon, which would make them somewhat worth it.
Idk, it's pretty much the only dodge build perk deck I have completed. I don't use crew chief cause I haven't put many points into it, and I don't use crook cause I don't have dlc.
i think he might be referring to if civs/guards see the smoke (unless you like threw it in the lobby in a bank heist and didn't see anyone get alerted)
