this... is not an easy to answer question the way its phrased... ill try to be pretty thorough though...

For straight dodge, the rouge perkdeck is best, followed by... i believe its sneaky B?... that might be the crit one... but its a similar skill, combine that with a suit and you can have a consistent... 55% dodge i believe? then you can amplify it further by running which raises it by another 25%, and 15% while on a zip-line.

For a good mix of dodge, speed and armor, you want the perkdeck that came with old hox... having trouble remembering it right now... it gives a high amount of armor with the ballistic vests and a decent amount of dodge too, depending on the vest you wear, 25-35 dodge i believe, sneaky B can add another 10 dodge as well bringing it up to 45, but that limits your potential armament choices fairly heavily.

for alternative builds that put some focus on dodge, sicario has a unique trait in that each time you fail to dodge a shot, your dodge chance raises by 20%, and when you do finally dodge all of your armor is recovered and the bonus is reset, sicario also has access to smoke grenades which grant a dodge bonus to players standing inside it, and sicarios unique trait is doubled with in it as well.

While not technically a dodge build, anarchist allows for high armor while wearing a suit, combined with sneaky B and you can have high armor with a modest 20% dodge at all times, which can be boosted up to 45% while running, with extremely high armor values that anarchist provides, mobile combat can be very effective, alternatively, you could also use grinder instead of anarchist.

that really covers it, the rest of the perk decks that offer dodge in some form or other do so in rather meager amounts that they arent the focus of it, and should probably just be ignored if thats your main desire out of em.

The perk deck is known as Crook.

Also, do note that sneaky b requires you to be at below 5 detection risk with the skill not aced to get its full 10 dodge, and 25 with it aced. You can also optionally while you are at it, get the low blow skill, which gives you critical chance of 30 when not aced below 5 detection, and when aced at 25 detection.

The max amount of dodge chance a player can have is 100% with Sicario.

Anyway, as for the first question, which is by far the more complicated one to answer. I will say that Duck & Cover Aced is absolutely paramount for every single dodge build ever created, regardless of what it is. It's 3 points (every build in existence has basic Duck & Cover already taken) for extra dodge chance while you're sprinting, which should be most of the time, especially if you have Parkour Aced (not necessary, but I think it's a pretty powerful addition. Obviously Parkour Basic is another skill that every single person alive should take regardless of their build).

A lot of people will recommend Sneaky Bastard and Low Blow. They're good skills but IMO are slightly overrated when it comes to how much dodge builds need them, you can have a good dodge build without either. Nevertheless +10% to passive dodge chance and a base 15% critchance is a pretty good bonus and worth it if it's the kind of build you want to go for.

I'd also like to note that Bullseye Basic is the unsung hero of dodge builds and IMO should also be in every dodge build. If your armor breaks, pop a headshot and suddenly you're safe again.

As for perks, there really isn't a "best" but I'll summarise my thoughts on each:

Rogue: Solid and simple, not much else to say.

Crook: Worse than Rogue if you're intending to play One Down, otherwise an arguably better alternative. Sacrifices some of Rogue's dodgechance, but in exchange it gives you a not-insignificant amount of armor. If Rogue feels too RNG-heavy for you Crook is an excellent all-rounder.

Grinder: Never has there been a greater fall from "grace" than with the case of Grinder, going from the #1 meta deck to a deck most people won't even consider. Still not THAT bad, though I'd recommend Ex-President over it. Still, if you like throwing a shuriken, then sitting in cover for a few seconds while all of your health regens, then popping back out, Grinder works well.

Ex-President: IMO a better alternative to Grinder, though with a far higher skillcap. Many people still can't get their heads around this one, but I'll summarise: Ex-Pres is about knowing when to keep pushing forward and popping helmets (utilising Bullseye as well as The Perfect Line to constantly regenerate your armor, keeping all 3 layers of dodge chance, armor, and health constantly regenerating), and when to pull back into cover to let your health/armor slam back up to full. If used well, it is absolutely superior to Grinder.

Sicario: Very situational- Literally. Sicario is about holding out with an inferior dodge chance, then using your throwable to give yourself and your team insane dodge chances, so you can do important stuff (probably reviving teammates). Can be used with even the heaviest of armors.

I like mobility skills. Dodge isn't about running around getting shot (in my opinion), it's about getting to places as fast as possible and hoping RNG is on your side. If you're running (which you should be, max dodge would be 70), then you reduce exposure.

You need that mobility. I like having inspire aced too, because you can run in, hit f, and run out in a flash.

Other than that, it's very flexible. You could even go for a cheeky melee build to try to smack down dozers.

Technically the max dodge one can have is 65 when using the Distractor AI upgrade, Rogue, and Sneaky B**. You can reach 75 while sprinting and 80 while ziplining, assuming you have Duck and Cover. If you don't have Distractor, just remove 5 from each of those values for your max dodge chance.

Personally, I recommend Crook on anything up to Mayhem, and anything past that is where Rogue reigns surpreme for dodge. Though you could swap them around if you'd like. This is because on higher difficulties, the armor Crook offers can and will be wiped in a few shots. (1-3) This is especially notable on One Down, where Crook's armor will typically be crushed in a single shot, so you want to maximize on dodge capabilites rather than armor.

As far as skills go, Inspire, Sneaky B**, Low Blow, and Bullseye(basic) are typically your must-haves in a standard dodge build, though each one can be deviated from whilst remain fairly functional.

Subjective. Pure dodge is the rogue meta that every nerd uses on OD. Sure, it won't give you any armor or team support, just raw RNG waiting to mess you. Sicario is what people use when they are really ♥♥♥♥♥♥♥ confident on their smoke placement and ballistic vests. Crook is, in my opinion, the best "dodge" deck for anything that isn't OD. You have armor bonus, you have dodge and you can combo it with hostage taker aced to make sure that, even if those two layers of defense fail, your third one (namely health) will have a regen.

The one mostly used is Rogue. 45% dodge from only the perkdeck and faster switch speed. and 25% armor piercing
the skill Sneaky Bastard (if under 5 detection risk) will give 10 dodge. duck and cover aced will give 10% extra dodge if you keep sprinting and with the suit on you will get 5 extra dodge by default.
and there is a bot Boost named "Distractor" and it will give 5 extra dodge. so the total dodge you could achieve. is 65(75)%
