Why does adding a smaller scope to a sniper rifle lower concealment?

Wanted to use a speculator scope on my rifle, which'll replace the large rifle scope on it, but i'll still get hit with a -1 concealment penalty.

But.. why? Is this an oversight?

They have universal stats, so when it comes to sniper this becomes unusual while in most weapons is seems natural

It's a bit of an oversight, yeah. You could technically throw on the angled sight/red dot and that way have a small sight/iron sight and no concealment debuff.

It's what I planned to do. I just wish I could rip off the main scope however then use a pocket laser with a small scope for all ranges.

afaik the only sniper rifle that gives you a concel bonus for putting a smaller scope is the platpus with iron sights

Overkill just never bothered to add stat override tables for optics on Snipers.

While that's nice, why couldn't they do that with all sniper rifles? Seems a little silly, don't you think?

I wouldn't be surprised if it's an engine limitation preventing them from changing that. The Diesel Engine seems like a major burden to develop on.
