I would say this, in solo mode that is near impossible if not impossible to do, because one can't be in two places at once. Shoot the tellers and the other civs will press the panic button the wall, if you don't shoot the tellers then they will press their button. Either way, that blows any stealth attempt.
When I do that it results in one civ using the panic wall button.
you need crowed control and main weapon loud so as to get them down,
silinced secondary of cause,
1st step all walkers on the street there are 4 to get,
then take out the sercuritry room and the gaurds 1 by 1,there is only 4 and 1 manager,
also know which end the tellers door is open use maxed ecms and kill them next before tying the rest up,or killing them
good luck but it,s way easy to do solo like most stealth jobs.
Thanks for the strategy and the hints, though most of it I were already aware of. My main problem was either the tellers or a civ using the panic button.
I just completed it solo without anyone pressing a panic button - it was a stealthy massacre. ;)
Here's an alternate strategy if you wanted to try it:

Step 3: Profit!
