I dont think thats possible, but if your friend was only lvl 23 maybe she can just reset her progress.
She was level I-23, so not just level 23.
- she's not computer savvy.
I-23 is not that bad. If she resets everything, it will be much easier to get back to, since she's now got experience and will know what to do. I know it sounds hard, but it isn't so bad.
The second option is to just accept it. Resetting might not be much harm, but she shouldn't be forced to do it just because a cheater imposed his will. Money is so easy to get on this game that having more than you need always happens at some point, doesn't matter if it's much more or only a little more. And I think EXP gets reset when you hit level 100 and infamy up.
Finally, the last option is complicated. If she is reaaally bonded to her progress and doesn't feel right keeping the spoils, she can repeatedly buy weapons and sell them for a fraction of the price, so she slowly loses money and gets back to her prior money level. As for EXP, she must stay like, 2 weeks without infamying up and then doing it, pretending she got all exp. Continental Coins, she should spend them all on mods for guns she doesn't need. This will have the side effect that if she doesn't buy more than 2 of the same mod, she will reach earlier the point where she no longer receives mod drops, but boost drops. Consider it a reward for the trouble.
As always, once she chooses either path, she mustn't ever enter a game with a cheater again.
