Report a translation problem
- Are you saying your progress was wiped, you're Level 0 and your inventory is empty? Like you're starting for the very beginning all over again?
- Or are you saying that your levels and weapons and stuff are all still there but that they are locked, telling you that you don't own the DLC for them?
Because now you just own the game, but you don't own the DLC.

Have you used any mods in the past, or currently use any?
If so, make they have been removed completely. Sometimes a person misses a file (like IPHLPAPI.dll) and that still causes issues with their game despite everything else being deleted.

Right-click PD2 > Properties > Local Files > Verify Integrity of Game Files

the second problem is: i lost all my money, level, perks, masks, weapons, colors,paterns everything i grinded for is gone
Steam Cloud is notoriously unreliable (and I don't think it's even turned on by default for PD2 anymore, but I'm not positive). So if it doesn't prompt you to restore your save when you load the game, the only hope of regaining your previous progress is if you still have access to an old copy of your save file somewhere.
If you played it on an old PC, or at a friend's house, or you've ever made a backup of your PC's files in the past, then you may be able to recover your save files from there.
Aside from Steam Cloud, your save file is only ever stored on a PC that you're playing the game on, so only you would have access to it; nobody else including devs would be able to recover it for you.
If you don't have any copies of old save files and Steam Cloud wasn't enabled to save your progress (I keep Cloud turned off because I equate it to garbage), then you're likely out of luck on that front.
In the future, it is highly recommended to keep a manual backup of your PD2 save files.
