This very much, yes. And I am not even talking about NGBTO, just in general.
But to answer OP, there are very easy solutions to the problem: play more and/or host your own games.
Personally, I don't use mods - but I understand NGBTO's appeal and value. It is frustrating at times getting into games at first because of mods like NGBTO. however, not having to check every profile when they join your lobby is very useful for the host. Manually checking each person as they join (for me 1/3rd being cheaters), then kicking them each takes about 10-15 seconds of time per join. Which sometimes can get you killed mid-game. If they're cheating - then they can do many different things to kill you or destroy the lobby in some form.
Ultimately, for the first 50-75 hours I would host your own game. I think 100 or so hours is good enough for DW/OD assuming the player learned as they played (some don't believe it or not). One friend can barely do DW at 600 hours, yet another can do it no issue at <100 everyone is different and NGBTO is too 'specific' for that - so those players tend to suffer more.
So in the end - I do understand where you and the other few hundred posts like this are coming from, but I understand NGBTO's value as well. So ultimately I'd have to give the "meme" at this point, and recommend you host your own game if it's really an issue you run into often.
Don't let it discourage you though, the game is still fun even with NGBTO running around.
It exists to keep people like you out of my OD heist.
You'll have to excuse me if players like myself would rather not carry someone who ends up in custody less then 30 seconds after the assault begins.
That's not fun for me, for the idiot who joined a difficulty they didn't prep for, or the rest of the team.

After checking out your achievements to see what heists you've completed, I've noticed you're missing quite a few DW achievements. If you haven't even managed to complete that, I really don't have much of a doubt you'd be kicked even if NGBTDW didn't exist since you've decided you're not looking to work your way up on difficulties and just jump to the top.
Food for thought.
Why do people use it? Well here are some things :
- Skilled players do not want to play with low level players who will die every 30 seconds(usually as far away from objective as possible) and spam HELP!....it is easier for them to use mod than manually kick everyone(besides you can get kicked for anything)
- If you can't even complete perk deck, you should stay in lower difficulties(if host is kicking you for certain perk deck, it is his decision)
- Auto banning system against cheaters...The msot common ones are XXX used DW/OD mask without unlocking achiev etc...
- 0/9 Crew Chief players should just stay in Normal.
Well yes I saw people with 30 hours(like 2 in my 1100+ hours) who had 9/9 perk decks, but people who have hundreds of hours and incomplete perk decks are a lot more common.
People with low levels usually do not listen to host, die a lot, waste all deployables, DO NOT FOLLOW OBJECTIVES etc...These are the people who see bigger rewards in higher difficulties so they can earn more money/XP, but does not realize the difficulty of such heists and than call every XXV-100 player hacker if he does not die in 30 seconds after spawning, like them.
Yet you have basically no OD achievements for completing the map, nevermind Deathwish or Mayhem.
That either tells us you've managed to constantly fail them over and over which supports my original points, or you're lying to us here for attention.
If it was as easy as you claim to be, just host your own stealth game at One Down difficulty. The level requirement to unlock DW & OD are 80.
You have no reason not to host your own game, unless you are not as good as you claim to be & need someone to carry you.
Titan Cams don't exist on Overkill, as well as there being just about no breakable cameras on OD.
The number of cameras also depends on the difficulty too. DW/OD has far more cameras then Overkill.
Not to mention with the update 100 skill tree's most things that used to be somewhat difficult to deal with (seeing where guards are - dealing with titan cameras etc) are far easier to do now. Especially with jack of all trades bringing ECMs / Trip Mines etc.
Give newbs a chance. Then kick them.
