Captain Winters, Not really a challenge :/
whenever I play payday 2, there's a small chance that winters comes, sure he makes everyone stronger and locks the police wave, but hes pretty pathetic. Chuck a few grenades and he's dead, shoot the winters a few, and boom REATREATING! It's no fun when the "boss" of the game is just some dude you can take a few shots at. To be honest, arming a cloaker with a bulldozer mask and dual broncos would be harder to beat than captain winter's squad. Please buff winters, make him more interesting.

As soon as you ran out of explosive, it becomes a challenge especially on OD

yeah but, on every other difficulty he's just a invincible meat shield. They just took a shield unit and made him invincible, and have a platoon.
What I actually mean is
Sniper : ♥♥♥♥♥♥♥
Medic : interesting
Taser : interesting
Cloaker : interesting
Bulldozer : WOAH!
Swat van : WOW!
Shield : meh.
Winters : eh.
Captain winters just feels like a shield on steroids. Very plain compared to the other cool things. And very easy compared to a duo of dozers rushing your ass whilst the cheeky cloaker is behind you, just feels underwhelming. Oh yeah might've not made this clear but i mean winters himself, not buffs just that dude buffs and locked wave can be hard

A captain isn't a captain because he's the strongest. Being a captain is about leadership skills, and the fact that Winters locks assaults and buffs troops can be a major pain in the ass depending on the circumstances. Good luck getting a teammate out of custody while Winters hauls everyone's ass with damage reduction and an endless assault.

Just because he doesn't actively attack you, it doesn't mean he isn't one of the most dangerous enemies to have around.

Winters is hardly ever a threat because of how hilariously easy he is to kill (which is what OP was complaining about). Most of the time the damage resistance never builds up fully because he dies in a matter of seconds. Hell, he even lets you end the assault wave early.

That could also be applied to dozers depending on how you face them. Winters and his fucboi club are pretty vulnerable to explosions, but trying to fight them not knowing what to do just leads you to shooting shields over and over with no difference. With the dozer, you can focus the fire on the glass and control the recoil to down him extremely fast, but if you can't, he's gonna ♥♥♥♥♥♥♥♥♥♥♥.

Fighting Winters without explosives/pentrating weapons is the exact same as fighting a standard Shield. If someone can kill Shields, I can't possibly imagine them not knowing how to kill Winters.

A Dozer isn't exactly the best comparison for this anyways. Dozers are pretty much common enemies at this point, but Winters is supposed to be a miniboss that can only spawn once. If he can die as fast as a Dozer can, that's pretty pathetic.

I can't really think of a "boss" that wouldn't be just a bulletsponge. People would just cheese it with a silenced Thanatos or something.

I somehow hope the developer would make the arrival of Captain Winter similiar to the effect of Full Speed Swarm & Assault Overhaul together, that would make it a real threat to be reckon with.

I'll take an easy Capt over a bulletsponge enemy that I have to pump crap loads of rockets into any day of the week.

They could've made him interesting to fight at least, doesn't necessarily have to be a bullet sponge.
The original concept for the new special unit involved an enemy with alot of voicelines required, but it was scrapped and we got some boring Shield Phalanx instead.
Ah. The 'Winters' is a boring mini-boss discussion. Except he's not really a mini-boss he is an event that causes you leave your defensive position. That's why you can't kill him, but only drop him to 30℅ health. Technically you never have to kill him, and for all those that find the game it's a good difficulty increase. You get never ending assault, high damaging enemies and bullet sponge damage resistance: it's the original One Down.

Typical some newbie has a opinon on Captian Winters
they got the game for free and now they want OVK to do some thing for them,
the forums are full of these newbie players that just whine about the game
and have just gotten the game for fre Thanks OVK you have made the forums mods and the vets peed off even more for this stupid give away just to put more money in your bank accounts ther could have been a better way around it,free weekend would have been a better deal alround for everyone and left the dlc at half price and then had a $7 charge for the game that way maybe there would have been less whining about theUE pack and other things.:rfacepalm::wolf:

That's because Overkill made him hilariously vulnerable to explosives. I say give Winters 75% to 90% damage resistance to fire and explosives and return the old damage dropoff for snipers shooting through his specific shields. Force players to fight him with bullets, essentially, and see how easy he is then. I mean, he still won't be THAT hard, but at least he won't be trivial.

Really Winter's effect shouldn't be an increasing Damage Resist but an immediate resistance to explosive and flame, so that killing him is more of an importance to those using those style of weapons. And to help with the distance killing of snipers just make it so that shield penetration loses the ability to gain the headshot multiplier, meaning they have to aim at his head and not through his shield. Because just doing a blanket buff to all the Winter shield units will just shift to a new meta instead of planning for Winters or using tactics. That all been said... Sufficient Trip Mines (with fire), RPG, and Thanatos should make Winter's an easy kill since these weapons have checks and balances built into them.

I guess a shield reflect of grenades could also help with the ease of grenade spam.
