Missing File Permission (fixed)

After hours of overwhelming failures, I ran Steam at administrator and it started updating the game without the error. Hope this helps

My nephew had the same issue. some file was quarantined by Avast.
Restored that file + also ran steam as admin
(not sure if that last bit was needed. I made steam admin then checked avast logs before trying again)

The file was some .dll file in the "Program Files (x86)\Steam\steamapps\downloading" folder.

I’ve ran administrator,I’ve repaired files, but when I was downloading once human I’ve never downloaded it before it started saying missing file privileges now Norton did say it caught a file but I’ve also not been snywhere I don’t know so I’m kinda lost rn
