In NZ it's classed as R16, because erm we are more mature. You can see the label on the steam store too.
However I wasn't actually fully trolling about South Park being mostly satire comedy, which can be done with the intent of shaming an individual or society into improvement and showing just how stupid it is to stereotype or merely follow some of the stupidity before us. Therefore kids could actually improve their generations from learning one or two things about it.

To be direct, this game isn't really meant for kids. Now if the child is allowed to play a game with certain subject matter, it is at their parents discretion. I do notice a lot of parents use games, or other forms of media to "babysit" their children, however, there is little that can be done about it, as again, it is up to the PARENTS to be responsible and determine what their children can, and cannot do.
Mature rating in the ESRB (which this game has) is 17+ an AO rating is 18+ and in some states 21+. As well an AO rating can under most practices not be sold in normal stores (ie only sex industry stores) So yes this game is still for adults. We have wierd age laws in the US. Just to clarify, you are old enough to join the army at 18, but not old enough to drink responsibly till 21. Go figure.

New Zealand has no minimum legal drinking age, rather we have a minimum legal purchase age of 18. Supplying alcohol to minors is illegal, unless your their parent/guardian and it's in the restrictions of a safe home environment. Your child can therefore even drink alcohol with his mates in your home if you see it fit.
Therefore just like purchasing/renting R18 games or movies for their kids. It must be via the parent directly, who can then determine their own child's level of maturity and wheither it's suitable or not for them.
Is this bad or actually good? I will admit some 12 year old out there are way more mature and responsable than some 21s, but it does depend greatly on the individual. Having a control environment, I had a few drinks as a kid and learnt to respect it more. Later on at parties, I at least knew my limits and not to mix, while a first timer friend puked all over their girlfriend attempting to show off - then wanted to drink home over the limit just to clean up (we didn't let him)... With games, I learn reality from fiction, so games never affected me outside of simply having fun gaming. It's stupid blaming something else for your behaviour. Most have already seen porn, yet will say, yeah I know that's not the right way to treat a lady.
GTA 5 blamed for a child shooting his grandmother by mistake, after playing 5 minutes of it. What they don't tell you, is the gun was found by the kid, fully loaded, safety off, on the coffee table in the middle of the room... right in his reach and he was just playing with it like a toy. He never even got to the point of using a gun in the game. Unfortunity, it all comes down to parent's teaching their kids how to respect things, but they can't simply just blame the parent.. as that might scar them for the rest of their life believing it's their fault.
South Park blamed for 'National Kick a Ginger Kid Day', get over it. Rather than blaming their kids, they must have a perfect child and blame a scapegoat. Guess what, even if we didn't have the show, it would still occur via human nature. Go back to the dark ages. The issue is the parents didn't let them watch the entire show to see the end and see the full meaning behind it's satire comedy, which backfired on Cartman. It's ironicy the opposite of what those parents are attempting to label it and showing acceptance.

The long and short of it is, it's all on the parents, and it is their responsibility, blaming media outlets and games, is nothing but a scapegoat to prevent themselves from being scrutinized. Just like when people blamed marilyn manson and doom for the columbine shooting. A rational adult would have asked:"Where were the parents in all this?"Keep in mind no one really asked, until much much later on. But America is a country ruled by fear generated by the mainstream media(major news networks anyone?) Usually satire and any sort of dig on cultural trends is lost on the general populace. All it takes is to see something inflammatory and pretty soon all you hear is:"OMG I AM SOOO OFFENDED BY THIS, WHY IS THIS ALLOWED RABBLE RABBLE RABBLE!" And a lot of it is also based on the child's upbringing. I've been playing games my whole life, and I can tell the difference between reality and fiction. A lot of kids these days cannot make that differentiation, as the parents sit them down in front of the tv with their phones,tablets,etc, so that they can continue their existence, blissfully unaware and unwilling to give their children the attention they need, then try to act offended when their kid get bullied or is the bully. It's a certain logical fallacy where you get people who jump on the bandwagon in order to avoid the negative attention they themselves would draw otherwise.

Like i said in my post, most people lack the common sense to process anything that can be interpreted without requiring much thought. I do agree with you though. It's a bit of a societal hypocrisy I think. We live in such a PC world, where anything you do, or say can get you fired,sued, shamed, etc.
