Regarding the potion thing - yes, surroundings matter a great deal. Number of people and NPCs, background, sky, monsters, skills used. There was this alliance vault place 2 years ago where we had to solo a BAM in a small room. FPS was insane.
Some recent-ish content - the weekly GvG area and the 30-man raid - have supposedly been optimised to handle more players in 1 place. There were some info about upcoming optimisation but I don't remember where I read it. For now, you just gotta try different settings and tweaks until you find a golden medium for yourself. And no, having great FPS in another game doesn't necessarily mean you'll have great performance in TERA. You don't need 60 (nevermind more) FPS for a cool game experience. Having good FPS and low ping makes a big difference, yes, but there's also a social element in TERA - you don't just kill monsters or strangers all day long but also get to know people you play with.

Make sure you're using the right screen resolution for your monitor. Choose 1920 x 1080 (my monitor is 23'') or whatever works best for you. Then you can either play in windowed full screen or in windowed mode, for smooth alt/tab-ing. Or stick to full screen only - up to you.
Take an SS of your UI then.
You can move that arrowy thing out of the way while previewing an item btw. Just drag it away.
As long as you can live with a blurry UI, it's gonna be OK. o/
Reason I'm asking is that modern browsers are quite the cpu hogs because of all the javascript that is running wildly around (please DON'T imagine javascript running around wildly. Bad images). Anyway, that may be reason of your low FPS.
Another thing outside TERA itself are any node-webkit powered apps, which are basically nicely packed web apps and as such use javascript as well. Most notably, some years ago I had this issue with Spotify (took about 20-25% cpu at any time) which is written with node-webkit, however this has been fixed sometime ago.
Yet another thing that may be in effect is any downloads (torrent mostly but also browser downloads) running in the background, unless you have an SSD. Why? Not because of network stuff (TERA requires minimal bandwidth), but because of HDD writes. Writing data to the HDD stalls CPU ever so slightly which is the main reason SSDs feel faster (they don't lock up CPU in the same way HDDs do, though there's still a small footprint). Lots of HDD writes and reads will stall any other task as modern CPUs despite their usually multicore architecture can't deal with I/O lockup for one reason or another.
are you sure about that? i lowered my internet to a speed of 1,5kb/s and not even characters will load that way on the character menu (wait about a minute for the data to be loaded) meanwhile most online games dont care about the 1,5kb/s and will run smooth.
make sure your videocard is up-to-date, some videocards might have problems with the game though, updates will slow down performance, (windows has a grudge against ppl by updating in the background which slows suddenly your computer drasticly), make sure you arent running a torrent downloader (they suck the cpu and RAM right out of your computer, aswell as internet)
have you also tried tera support? it doesnt harm to ask for their assistance aswell (more people to help might get a quicker solution)
also, may i ask for your computer specs? maybe its usefull in any way
Before you ask about my drivers ther isnt anny exsisting new updates to them as far as i know so yeah thats why the 92 months. but then again im lvl 27 atm in tera and runs it at 40 so you know everything is dowm exsept ligting shadows and character deatils alos i have been inside the game files derping to make things better.

Joking of course. I also have 8 GB RAM. -_-
Just because other games perform well, it doesn't mean TERA will perform even half as good.
A birdie told me about this SweetFX Configurator[sweetfx.thelazy.net] yesterday. I'm yet to test whether it will achieve a performance boost for me as well. Comparing 'before' and 'after' screenshots looked promising but one man's meal could be another man's poison, so I'll have to try it out myself later first.
