A game can be a lot more addictive when you do not always win, whereas when you do, it tends to get a little bit boring. That's why the longevity of this game is just so great

I think it is a combination of the two, not all the luck in the world will help you if you have not mastered the track, but that lucky bit can make all the difference.
Use strategy item wise. Save blocks or boosts for when you risk being hit/get hit. Save all-stars for the last lap if you have a good one because it's a guaranteed first.
Also, pick fast characters. Slow characters with high accel+handling don't work anymore. You need to go fast to win.
