I think that it's up to you. If you like the character, then you can easly take a DLC. Metal is a badass villain. But, if he is meh to you, then you can pass.
Because of how much I love the boating physics in this game, Outrun Bay became one of my personal favorite tracks. However, I know some people have a really difficult time with the boating physics, so it's very much a matter of personal taste.
