Which is incredibly out of character. Its like they tried to turn it into a "Where's everyone going, bingo?" moment.
Leon is great as a sarcastic action foil in RE4. But thats pretty much the exact opposite of what James is.

This was only about original voice over, not the look of james.
Really? Then it doesn't make any sense to change his look at all, as that continued between him and the company for years afterward, at one point we'd even thought they made up, was a mess.

James came into existence first, but Leon's franchise got bigger over time and is way more known than James's. And since RE got its remakes it's no real wonder why SH devs would want to get some people to think "hey, this dude looks like Leon! and the game's atmosphere is creepy and there are zombie-like creatures. Let's check it out!"
TL:DR contract/royalties issues as stated above AND marketing strategies. Nothing is a coincidence when it comes to competition. Not that I complain, I love both dudes
