[FIXED!!] Flickering Fullscreen, FPS Issues Windowed.
This truly sucks, I get flickering issues on the bottom 25% of the screen where it flickers to the background of the moon and stars.

Windowed mode fixes this but then I get FPS issues where I'm playing with around 25 fps. Sigh

FIXED IT! Go into C:\Program Files (x86)\Steam\steamapps\common\Starbound\storage and open starbound.config with notepadd++. Then go to the very bottom of the document and change vsync to false.

I also turned vsync to Always Off in AMD settings, this might not be necessary though.

I started having FPS issues so I turned OpenGL Triple Buffering on in my AMD settings for Starbound. Fixed the issue.

Wish I had an answer, 123 but I haven't played the game in ages. Good luck, hope you find the solution.

how do i open my amd settings?
WeLoveDaHerb Jun 13, 2017 @ 2:22am
Philip J Fry, that's only possible if you are running an AMD Graphics Card. You may be running an Nvidia one (or even an intel one, in which case you wouldn't be able to do anything). Either the Nvidia or AMD application should be available on the bottom right hand side of the screen, where all those icons are. You may have to click an arrow to see more of the icons.

yep i found it but the game is still haveing screen tearing problems.

I discovered that I didn't even have to edit the config file. Simply telling the AMD card to disable Vertical Refresh on starbound.exe was enough. Though I did also turn off any 'unneeded' settings as well.

Hey I know you made this post a very long time ago but I wanted to thank you because your solution actually worked for me! It took me a bit to figure out how to find everything but I prevailed.

I was able to fix issues by disabling vsync in the config and enabling it in AMD Catalyst Control Center. No flashing colors, and no screen tearing. :) After installing Win10 it started getting occasional quick freezes, like .5-1.0 seconds then the game would resume. This really annoyed me. I had formatted and re-installed OS and installed Starbound on my old platter hard drive. After trying everything under the sun to get rid of the freezes I realized that before I had Starbound installed on my C drive which is a SSD hard drive. I moved Starbound to the SSD and now it plays fine. I have a pretty good system, I guess Starbound just does not run well after the 1.3 patch on magnetic hard drives.

anyone who's on an intel you can press windows key + r and paste in this: C:\Program Files (x86)\Steam\steamapps\common\Starbound\storage. Then right click and click open with. Click more apps and open with notepad. find vsync and change true to false. Exit and save.

Guys theirs a easier way to fix it just access your control catalyst for the graphics card adjust the settings to turn off vertical screen refresh and it should fix it.

Ironically, I fixed it my end by ENABLING VSYNC (I've set it to always on in AMD settings).:steamsalty:

Thanks, worked for me, I didn't knew how to fix it. My vsync was on, but only if turned on in application, so I've turned it to always on
