Report a translation problem
You could say that the residents of the painted world do want to live in relative peace until an intruder invades their land. It's brutal but every single person who intrudes is holding a weapon so the negative intentions of the invaders is transparent.
Corpses used as warning signs may seem cruel but if it results in one or two undead turning back the way they came then it's ultimately a form of mercy. granted, the player can't turn back but that may be gameplay related.
It looks like there's been fighting a long, long time before you ever came to Lordran.
Story-wise, I think melfice is onto something. It is said Priscilla is "an abomination that had no place in this world", so maybe they all form a merry company of pariahs that find acceptance in each other. Maybe she took pity on them à la Astraea.
Or maybe she's just delusional. That was the impression I got myself.
The Spear-guys at the centre statue, maybe also some kind of sodiers guarding the city. Only the crow guys are a little suspicious to me, maybe they are sinners(because they drop the reprisal thingy) from the normal world, sent into the painted world by gwyndolin, senteced to stay there as abominations aswell....
So I don't think Priscilla is lying, she just couldn't leave the arena and see what has happened to her world, because she is half dragon time isn't as dangerous to her than to regular beeings. I think, she just doesn't know, that her prison has become hostile towards outsiders.
That is the problem with the game's story. There is some content missing, and other bits are disorganised. I really don't think Fromsoft meant for it to be as mysterious as it is. Honestly the game is very much incomplete. Some where in the development, they had to start rushing it all. In a perfect world, developers would be able to finish their games. So, I don't take much of the story seriously.
That's the great thing about minimalist storytelling. If you don't have time to finish it you can just pretend that's how it's supposed to be lol
