The NPCs all wear a ring that makes them invisible past a certain distance, but you can still see them if you pay attention (they're not COMPLETELY invisible). Try to proceed carefully so you don't get spotted by more than one of them at a time. The ruin at the cliffside is guarded by like 3 of these guys, so approach it with extreme caution. The good thing is, if you find the talking cat in that ruin, you can join the covenant and permanently make the NPCs non-hostile.
BK GS is really slow, I'd recommend using the Claymore or a Spear instead (spears have really high burst damage and can stunlock most of the NPCs you fight). Not sure BKGS is worth the trouble since so many enemies can interrupt you.
Have you tried fastrolling and running past them all? Just hug the cliff and talk to the NPCs.
Alternatively use the ring of fog, but you probably don't have that yet.
It's one of those areas that's different from the rest, with all the humans strolling about.
Try dueling them one on one and you will be fine.
Getting ganked will mean you have to focus one first, then get the other dudes.
Upgrade your weapons, the claymore in this case, as halberd is an acquired taste.
Don't give up, chosen undead!
