Problem with Soothing Sunlight and Bountiful Sunlight is that you need to be in the Princess's Guard covenant, so they won't work when being summoned as a sunbro.
I don't think any heal besides the Sunlight miracles heal others either, though I could be wrong.
For OP, I've probably got summoned the most at Quelaag, though tbh I'm not too sure what the best level range for that boss is, just that people still wanted help at ~SL50. People tend to need more help early on, when they aren't quite as good or don't have decent gear.
You can heal yourself as a phantom, you just have to use healing miracles. I always attune at least 1 heal whenever I'm looking to be summoned as a sunbro. If you've got the faith for the spears, you may as well take some heals when you can't estus. Also, while you don't get the shimmery gold sign as a Princess Guard, you still queue up easier with sunbros and way of whites since it is still a co-op covenant.
Phantoms can also heal to full via Humanity as well, just like invaders and hosts. Not even that hard to farm either, depending on how you choose to farm it.
