I'm sorry but I think that's impossible unless you downloaded some content. Here 'src' subfolder ideally represents a custom mod, that's why it doesn't make any sense at all for it to have appeared out of sudden, as I said. Even if installing Source SDK. Then, as long as I'm aware, Source SDK mod wizard doesn't install any HL2 beta content, maybe some old loose stuff as much. So, where did you download it? Otherwise, anyone else could confirm if they found that folder suddenly as well like you said.
No it's right there in the official code. It's not the same code that was in the leaks but is parts of it.

Indeed HL2 beta content is there. But that isn't within the Steam's sourcemod folder. Once you compile an SDK like 2013 with custom edits, result is a generated folder with the binaries and assets to be placed under Steam/steamapps/sourcemods folder.
I think that I might've compiled an old version of the source sdk that I had and I forgot about it
