how do I make a source game from scratch?

I'm using the Source Engine from 2006, without having Half-Life 2. When i was creating the mod, it gave me the option "Start a mod from scratch (Advance users recommended)" and i choose that. So that gives me the question (that is the title of this discussion.)

You should not use the "Source SDK". That is a tool that exists just for existing mods that were originally made on it.

If you want to make a mod without owning HL2 you should use Source SDK 2013.

say, in that first tutorial, it said to download Visual Studio 2013. for the life of me, i could not get my hands on VS 2013, even on the older downloads page. is there some other way to get it, or to not use VS 2013.
