if you have gimp, that one is the best probably..
it's a plugin that can export vtf files, however, you will need to create the vmt (text file that describes your texture with defuse map, reflection, normal map, ...) yourself while vtfedit has a feature to create vmt files..
And yes, both of them are safe :3
