How to add custom textures
I know there is a program out there for custom textures but I want to know if it possible of doing inside the program without external downloading?

You need vtfedit to convert your .png or jpg files to .vtf files,then drop inside the materials folder.

It's %100 safe. But there's more needed than just a vtf. Here's a good video about custom textures.

Everyone uses these tools. You can also use their housemade product, the Valve integrated development environment (VIDE).
If there is something safe then its VIDE.

Yeah, the only tool made by Valve themselves is the vtex.exe command-line tool. You can find it in the same directory as Hammer.

I use vtfedit AND gimp vtf plugin,
if you have gimp, that one is the best probably..
it's a plugin that can export vtf files, however, you will need to create the vmt (text file that describes your texture with defuse map, reflection, normal map, ...) yourself while vtfedit has a feature to create vmt files..
And yes, both of them are safe :3

Just dont use jpg because it's not best format for textures. PNG-24 or TGA.
