How to resize props
What should I use? to resize props like payloads, and train tracks

You can't modify the prop's size without modifying the prop directly in blender, 3DSMax, or anything.

Though, there is a keyvalue called "Model Scale" under prop_dynamic but it is very inaccurate as it leads to more problems. Don't use that.

You can recompile models.

Decompile using crowbar (it's a software, google it). Modify the $scale parameter in the qc. And recompile with crowbar

...But remember that the scaled models will be not solid, an invisible mask brush all around the prop is needed to not walk and shoot through it.

This still really bothers me that it can't also scale the collision model :/
