Cant launch game?

So ive had this problem before somehow i managed to play with typing launch commands -autoconfig now after 2 hours somehow its stuck all over again and cant launch the game it just show that the game is open at task manager but theres no way i can open it, i know its an old game but why there isnt a working game in steam, i even paid real money for this crap? I heard after 2hours playtime you cant even get a refund please help what to do

I have read and check all the threads, i keep uninstalling it and reinstalling it works for one launch and then same again
