You need to COPY the files in the bin folder to the game's main folder (the folder that the games exe is in).
If it works great if it doesn't:
Find mm.exe in the game's folder, right click, properties, compatibility, compatibility mode, run this program in compatibility mode for: Windows XP (Service Pack 3)
This worked for me and hopefully it does for you guys too. Dont forget you need to COPY the files don't just empty the "bin" folder.
I did what you said and copied the files from the Bin folder to the main folder and now the game is working!

One possible solution would be to try playing it in a virtual machine running an older version of Windows. I think XP was the latest when the game came out, but i'm guessing 7 may work too?
I'm sorry to hear you're having issues launching the game. Have you tried a previous version of your GPU's driver to see if this assists?

I can confirm this works, at least on my semi ancient computer running Win7 ultimate. Ran the game fine yesterday, tried today, and it wouldn't run. It would start, then evaporate into the desktop with no error message at all, with the games executable running in the background doing nothing.
Now what this command line seems to do (without the end quote):
-applaunch 2100 -dxlevel 90
is, i'm guessing, reset the shader cache, or whatever cache the game has saved somewhere. Running with that command line, is like starting the game in safe mode, and I'm guessing clearing the cache. However, with that command line, modern resolutions like 1920X1080 won't be present in the options menu.
If you remove the command line arguments, the game will run like normal, after you've run it with the arguments. Again, my presumption is it's something with shader caching. What i've also noticed is that once you run the game normally, certain video options will be reset, if i remember correctly those were:
- HDR lighting
- Anti-aliasing
- Texture filtering.
Since this game is essentially half life 1, and even an old crotchety machine like mine can run it with all options MAXED without breaking a sweat, it's probably in everyones nature to crank the options. I suspect its one, or ALL of those options which are creating a cache the game has issues with at launch.
This is all just guesswork mind you.
