They unfortunately can't ship on blu-ray due to how blu-ray drives thanks to digital downloads aren't standard kit in computers. Most people buying the game at retail wouldn't be able to read the disc if it was a blu-ray disc.
As L_A_G stated, a high number of PC users do not have a blu-ray drive so it will be likely be an installer or maybe even just a key to redeem on steam.
Wasn't planning to buy this game day 1 unless I knew if the game came with a proper install and not just a installer. That said nothing wrong with waiting till a special hits to offset the price difference against procurement cost. Also lowers expectations even more since I know I won't be dying to play the game only to be denied by developer/publisher short sight.
I compare MKX and BAK because both games are published by WB. I've contact WB support shortly after I bought the game asking where the rest of the discs are but I pretty much got a text book answer that did not answer the relevant question.
If I go full digital there would not have been a need to ask the question.
