Problem is the other Characters are not just Skins. They have their own Skills and Animations that would have needed Testing before Release. The game would have taken longer and been even more of a mess, heck they may have just scrapped the PC Port if they had to test that many Characters with how much of a mess it was at release.
No they did that so they can turn it into an Action RPG that they can Monetize. I will be shocked if it isnt some kind of Live Service or have a Battle Pass. Even if the delay has been to remove these due to these practices no longer working as well then they will sell Cosmetics. If lucky simple Color Swaps will be free, but any other Skins will be charged for. They could surprise us and not do this, but I just dont trust Game Companies to not try and Nickle and Dime us to death anymore.
You seem to complain a lot. Maybe the game just isn't for you and you should move on.
For example, Batgirl has a prequel chapter where she is paired up with Robin while Red Hood is post main game campaign (for reasons that may be spoilers for the main plot).
