Can you play as the dlc characters?

You can't normally. But there is a mod, you can change it that way if you want 'em in your campaign.

Wow thats terrible. Why pay for that dlc if you cant even NG plus with nightwing.

Problem is they are only outfitted with Combat Skills. Making them playable through the whole Campaign would require they just be treated as Skins instead of their own Characters. They would need to play test every one through the whole game in order to make sure no issues occurred. With how badly the PC version of the game released I cannot imagine how much worse it would have been if that had been the case.

there's an open roam mod where you can play as all of the characters, including The Joker, Commissioner Gordon, Hush among others... each has quests... I'm in the middle of completing Penguin's Most Wanted with Harley Quinn... it works good and was easy to install...:-)

Pretty sure a lot of the scripted moments rely on you being batman. It wouldn't make sense saving an officer as Catwoman and seeing her grapple away while talking like Batman. I recommend playing the challenges, I personally think they are really really enjoyable.

Problem is the other Characters are not just Skins. They have their own Skills and Animations that would have needed Testing before Release. The game would have taken longer and been even more of a mess, heck they may have just scrapped the PC Port if they had to test that many Characters with how much of a mess it was at release.

No they did that so they can turn it into an Action RPG that they can Monetize. I will be shocked if it isnt some kind of Live Service or have a Battle Pass. Even if the delay has been to remove these due to these practices no longer working as well then they will sell Cosmetics. If lucky simple Color Swaps will be free, but any other Skins will be charged for. They could surprise us and not do this, but I just dont trust Game Companies to not try and Nickle and Dime us to death anymore.

Lol, just to clarify for anyone reading this in future, "Arkham Knight" (singular, no "s") and "Gotham Knights" (plural, with "s") are DIFFERENT games. I can attest that Arkham Knight contains more than 4 entire characters.

One plays them in their own relatively short campaigns, not only in AR missions.
For example, Batgirl has a prequel chapter where she is paired up with Robin while Red Hood is post main game campaign (for reasons that may be spoilers for the main plot).

Thats as close to a correct answer as it gets and yes i meant the new gotham knights game which seems to feature multiple playable characters.

You cannot within the game itself. There are mods that let you free roam as them though. :)
