Browsing the sub-folders in my DLC folder, I can open up different .ini files and see references to all of the different Arkham Episodes and other DLC content that are part of the season pass. However, there appears to still be some minor DRM in the new .exe that stops you from accessing all the DLC unless you purchased the season pass because I can still only play the Harley Quinn episode and don't have access to the others like the Nightwing one when I launch the game. The Denuvo .exe was right around 100 MB, but now my .exe is 52.1 MB...which says a lot about Denuvo DRM apparently...it will almost DOUBLE your .exe size.
I'm actually considering filing a complaint with the FTC about this...they have placed a TON of data on my computer and won't let me access it. I did not buy the season pass for a reason, and I don't intend to. They should not put an additional ~14.9 GB of data on my computer unless I actually want it.
...and the update broke my game. I'm playing in Linux via Proton. No problems before. Now it crashes every time it gets to the "Searching for DLC" screen.
I didn't have any DLC, folder is currently 37.7GB. I think you're right, it's downloading DLC i don't own (as well as removing Denuvo).
They aren't present in the EGS and GOG versions.

small "updates" are usually just newer versions of the common redistributables being uploaded to the steam repositories. There may also be different versions of the game update. Steaminfo.db will often, but not always have info about changes to the game repositories.
