3 files were edited, config.exe, steam_api.dll and yso_win.exe.
yso_win.exe was recompiled to the universal PC version.

Didn't solve it. I've tried older versions of the game from within the last 6 months and they perform the same. I intend to keep downloading and testing older versions to see if there's a change that broke it, or if it is just my PC for whatever reason.
It's the movie playback that's causing it, and disabling them bypasses the issue. I've also recreated the issue going back to the last version from 2015 as well, to guarantee it wasn't something introduced along with the xvid.dll file, so clearly something is amiss on my Windows 7.
I'll see if I can figure it out. I keep away from codec packs for this entire reason, and from what I can tell all DirectShow related filters are configured to Microsoft's as they should be. WMV also plays the intros just fine, and I shouldn't be missing the Windows Media Foundation package either.
Otherwise an MPEG decoder may be hooking the game and interfering. (Such as DVD software)
God, I hate troubleshooting filter related issues.
Installing XVID from the official site just reintroduced the issue again with the crash. >_<
Ah, ♥♥♥♥ it. I dualboot along with Windows 10 on this system, and it works just fine on Windows 10 so let's ignore the issue entirely. I'll just have to reinstall Windows 7 when I get the chance.
