I think you seem to be missing the point, or not reading what i write. Also, adding entire zones, new hubs, new skills, abilities and more and then slapping a name on it in my opinion constitutes an expansion.
So let me try to say it as simply as i can for you so even you may understand yeah?
I HAVE NO PROBLEM WITH EXPANSIONS! NONE!
I have a problem with expansions being sold without all of their most important content AND the fact that they make you buy 1pack and 3 expansions separately.
I WOULD NOT HAVE A PROBLEM WITH IT if they literally did what all those games you mentioned did and added ALL expansions EXCEPT the latest one to the pack they already have, like all those games you mentioned do. Actually i dk if City of heroes does that, never played it, but everquest 2 and WoW Definitely does that so.
In fact, wow doesnt have a base pack anymore, you just need to sub and buy the expansion as far as i can see.
Also it would be great if you could upgrade from 1 edition to another , but you can't you have to buy the entire expansion with the edition you want all over again.
While they did eventually add them into packs, that was long after those packs were released. WoW for instance just released a new expansion that yes you had to buy separately. The packs you are complaining about released in the last 2 years...... Are you reading what you are writing?
You are obviously not. I'm talking about as a new player when you get into wow you sub and buy 1 exp, and in other games it's often just the basegame +all exp in a pack with 1 price and 1 exp, yes, you need to buy subsequent expansions but that is not what i'm talking about, i'm talking about the entry into the game. In ddo it's a pack and 3 separate expansions that you need to buy, i don't know how to make it any simpler than this.
Let me put this another way.
If you want to experience everything the game and the expansions have to offer from the start, you need to not only sub, but also pay 212 eur for the expansions. Take wow as the other game, back in the day, you had to pay 30-40 eur for the base game+all exp until the latest, sub and pay another 40-50 eur, thats it. thats at most 90 eur + the sub fee. Do you now understand why the way ssg does things with expansions isn't a good thing?
Btw i did pay the 200 eur for ddo and im subbed too but it was extremely offputting and i was thinking about it for weeks. Think about how bigger the playerbase would be if the game didnt have such a huge price for entry for the full game.

Being free-to-play and earning points to buy quest packs is very slow. Also you need to do a lot of quests to get points from favour. But free-to-play quests are minority. Most are paid/bought. Viscious circle.
Neverwinter Online is much more friendlier for free-to-play players, you can enjoy all content from beggining not paying anything. VIP is not neccesity, but convenience.
In short:
in DDO most quests are paid, minority are free for new players.
in Neverwinter all content is free, nothing is paid.
Neverwinter is awful it has been since 6 months after release in 2011.
And yes its more of a grind with never ending circle of top gear out of date the next patch.
Bad game all round unless your just playing for fun with no attempts at getting to end game.
what i seek is flawless graphic motions while casting magic spells, healing spells or other spells, kinda like when watching a movie, e.g. harry potter series, Willow or other movies where there is mages and healers & monsters, smooth combat moves and shield blocks / parry, dodge with the character, high detail npc´s monsters and citizens .. interactiv gameworld that reacts on what you are doing as a player, so if you are hostile in a city then the city will react on it and become hostile towards you in the end .. that will lead you to become an outsider/criminal that needs other places to sell their stuff and buy gear, thous could be rogue/thiefs guilds .. and game worlds where you are able to do rituals to summon magical creatures if you are a high tier wizards .. such as a dragons, manticores or other high power creatures
i want magic´s like in D&D´s pathfinder ... just in a real time mmo instead ? i want a magical universe where people get sucked into the story´s and lores that are in depht with the D&D !
I want to be driven into "one shots" where im going on a advanture either alone or with alot of friends to explore, find & fight ... you know kinda like when playing the dice game with Mathew Mercer, what i kinda seek is a mmorpg with voice actors and roleplaying actors that take part of the game ... Sounds interesting. How do you envision that mechanically functioning in an MMO like DDO? Something like the Hand of Fate games with the additions of multiplayer, and public areas? Or are you really wanting live interaction with voice actors that isn’t repeatable?
Neverwinter has less grind than DDO.
In Neverwinter you actually can do like almost all content (except 2 dungeons, IC and VOS) at end-game without any grinding at all.
Now try to do all of DDO end-game content without grinding, good luck. Since raid groups are very rarely formed (and even on normal are ultra-hard and wipes are common if many people didnt grind) and to do end-dungeons on high difficulty (R10) you are useless unless very heavy grinding (multiple lives/reaper levels).
In Neverwinter you can join and do all (except 2!) dungeons and raids without any grinding at all.
In DDO most content is paid, actually free dungeons and zones are minority.
The last - live interaction with voice actors that isn’t repeatable, have you played starwars jedi - Fallen order before, or Anthem? kinda similar to that, just that the quests to impact the gameworld with should be able to be repeated, so if your gameworld becomes to dark or too good, then you can change it by redo the quests together with the realm .. but here you need to agree on it with your realm xD
So lets say the whole realm is evil and chaotic in their mindsets, then so will their gameworld become, very hostile and unfriendly, your towns will be runned with fear and tyrani where you need to force the npc´s to do stuff for you ...
on the other hand, if your players in that realm part of the gameworld is helpfull, loyal and friendly so will that Node kingdom become, that says hello and are friendly toward you even willing to assist you in battle´s or help you carry resources ..
I think it could be a fun way of playing a mmo, where the whole gameworld is affected by the players, any object should be able to be destroyed or rebuild or even build new stuff .. but only if the realm node is grown large enough for it .. then you can point out a king among all the players by the vote system in a democrat way of doing it ..
If i was the Boss of a developer studio then i would make the mmo kinda Starwars Jedi: Fallen order / keni alike .. you know spirit within .. its a cool game about to get released ..
I just want that game atmosphere where you get driven deeper into the game both visual as well as music and sound as a player, as if you saw a MEGA good adventure movie but where you " the player" are the main characters and help make a difference in the world you play in, With totally cool graphics and details, ambient sound and music moving with the player, so it's always exciting, even if you start a new character and choose the same paths, something unexpected should happen sometimes, such as running on a path that's usually safe, but then all of a sudden a HUGE troll comes pouring out of the woods with 10 bloodthirsty wolves around him as this troll then fights along and swings his big wooden bat after the wolfs bashing them into the woods to defend himself, then here the player can then take the chance and help the troll and maybe be lucky to get an alliance/ friend there, or attack the troll while it has the wolves on it.. of course, it will require you to have Dungeon master Ai to do these fast events, it could allso be a dragon or something ells in the books like ghost, goblins, evil elves and more !
idk is it too much ? i just think it would be thrilling cool to play a game just like that ..
