You'll probably need to get to at least level 21 to get the 150 favor you need, through completing the 3 non-raid quests in the pack on Elite, and getting the rest of the favor from challenges. There's also a level 27 quest that gives House Cannith favor, as well as two raids in the Secrets of the Artificers pack, if you're able to complete those.
If you don't have experience with the challenges, getting the favor from them will take a bit of practice. If you have/can get a party, most of them will be much easier.
There is currently enough XP in DDO in the free quests to level a TR toon to level 20. TR (True Reincarnated toons are characters that have already reach level 20 and reset back to level 1 with better stats however have a higher xp curve)

Second Life Toon (TR) - 2,850,000 xp to cap
A ftp only player can earn 1263 total favor with out buying any quest packs.

This means you can earn Drow and Veteran Status (new characters start at level 4) with just F2P. It also means you will earn 500 DDO points. You can use those points to buy quest packs, which will allow you to earn more favor which in turn will earn more ddo points. You can continue this cycle and farm ddo points and buy everything in the game with out spending a single cent on the game.
However if do spend actual money on the game your account upgrades from a free to play account to a premium account.

So its up to you if you want to spend real money on the game or not, but you can earn everything in the game with out it, as well as hit level cap on only F2P quests (though it is reccomended you grab Vale of the Twilight quest pack with ddo points fairly early)
Free quests to level to 20 is a TOUCH moot as well since exp isn't gone forever like it did in the ancient ransack days. Couple that with the free daily tokens that let you run a challenge per... if you collect the token every day, by the time you're wanting to use them you should have more than you care to use. I know I've a few stacks worth of tokens in the bank thanks to obsessively talking to that NPC. [Which is actually nice since you then can happily waste them IN the challenge for buffs..hey! we're defending the final moments of the runic ward's cast...let's have quad strength for EVERYONE!]
Another reason to save those challenge tokens: you can use EPIC level challenges to get reincarnation hearts...letting you improve your char, while starting the climb again and earning even more favour.. without paying a penny.

Has Vale replaced Gianthold as the 'must get early', or was that just a flavour choice on your part? [Not paid attention to epic greensteel, and most people I knew disliked subterre, though Devils Assault was a fave]
Gianthold use to be the goto because there was a lack of content at that level range, however thats changed quite a bit now so vale shoots up there. Also vale quests are run more often even by todays low pop standards thus finding parties for it, is quite a bit easier.
as i said atm i can't afford any buy, i don't have a CC and i'm unemployed so i can't spend money on games now..
Save a bunch of them, find a group, and give it a run.
The only thing is that you'll only be able to make an artificer on THAT server if you unlock it.
Things bought in the store unlock things on every server, things you earn in game (Favour Rewards) are only for THAT server.

If you're confused on things, I'd suggest reading the wiki[ddowiki.com]. It's surprisingly well updated and accurate. (I know several wiki for other games that are month out of date, if not empty of content)
There are lists on the wiki and other places to know what's free or not.

Yes, your characters are existing only on ONE server. You can make a Genescythe Eyeraper on every server, but only the one that's on Server X can play with people that only have characters on Server X.
I just get called many things, some are even polite! =P

Besides the wiki, you can just keep posting questions here. Might not get the most immediate response, but is a few here who will (even if it takes pages :P ) answer/discuss.

..except builds. Build questions tend to get skipped over. Better luck with those on the Official Forums in their particular class subsection.
