Report a translation problem
My potato computer is a bit old, but it does get the job done running big games. the specs of PC are still there to help support it. Toshiba Satellite S845D-SP4212T.

I see what you mean, but it looks like it would've gotten the job done. there must be something we're missing...
If you don't know how to access that, right-click game in steam, go to properties, then betas. Under beta participation, select the sriv_legacy option.
After doing that, I'm back up to > 60 fps on ultra settings.
If that doesn't work, other things I saw suggested which didn't have an effect for me include:
turning off post-processing
making sure the GPU is being used
moving the game onto the C:\ drive
Best of luck. Hopefully they send out a fix for this latest patch.
Then Right click the file named "SaintsRowIV.exe" and go to Properties and under compatibility Check these boxes: run compatibility mode (windows8) Fullscreen optimization and run as Administrator.
Now repeat the same for the file named "sr_hv.exe"
Thats what fixed it for me let me know if it worked.
for the actual game EXE you have to manually add it to your gpu control [panel set it to use your GPU ik its ret*rded
