which has been used for awhile now, replacing the new version of files with old
it had to be done with dungeonland before, due to update breaking fullgame dlc
also this person explains how to halt steam from updating the files if it trys too
https://steamcommunity.com/sharedfiles/filedetails/?id=2136436623
guide gives the idea on replacing files with new to old which should work
but like in the thread i mentioned, would need to still offline mode and disable it from updating as well as read only the update manifest.
offline mode achivements still work tested, i never updated mine and kept the original files as is
hopefully they dont remove the old files from the steam database
As an Australian, the /204622 depot would fail, with a 'missing license for depots 206422' error.
A little digging found depot /204625 which worked fine.
Game started up, loaded into game, new game okay.
(New update won't even start on my old Windows 7 machine.)

The linux version been broken for long time it only worked with proton, hopefuly they make an actual good port this time.
Many thanks for the info! I've just added it to the guide and credited you for it.
I wonder if there is a way to do this for Street Fighter 30th Anniversary Edition. Capcom at one point released the international version for everyone, but pulled it. That version basically included NA and JP versions of all of the games.
