Motion blur? Disable it but keep other post process effects?

Any one know how to disable it but keep the other post process effects? Because HDR is fine but motion blur sucks, I hear even if you set it to "false" in the options ini having post process on low or high forces it.

it allows you to alter a host of setting(even hidden ones) to improve performance and adds NOTHING to game play(if you just want the defulat vanilla experience but more control of settings this is ideal)
