Golden C.I.D don't appear anymore

Okay so I am constantly notorious and no golden cid appear ever. I'm at level 32 and I think I'm halfway done with the story so I don't know if there is a mission I have to do to get them to appear again. But it's really annoying I can't hack, can't use stores. Tell me if this is a bug because it's really annoying.

I think I'm level 42 and CID appears when needed. Usually I don't care, I just go explore the town, and after a while notoriety decreases to zero alone.
I also think notoriety is not saved when you exit the game.
The other solution is going up to max notoriety, and kill the monster falling from the sky. You'll come out clean.

that's the right answer, i m having the same issue with CID and it is because of the story progress i just did
