If you don't want to switch to newer windows versions it's recommended to switch to Other operating systems that are actively supported. Regarding windows 10: There are also guides how to disable pretty much all calling home features etc. And while ms doesn't officially support free upgrades anymore, the upgrade is still available for free, and win 10 has been shown to run just as fast, if not faster in the vast majority of use-cases and hardware configurations.
To the OP: Like you said, many supposedly "Win10-only" games can run on Win7, so it's theoretically possible that this game could run too. You might have to set "-dx11" (without the quotes) in the launch options within Steam.
That said, there's no way to know if that'd work without trying it, so you might need to purchase it, try it yourself, and then refund if it doesn't work.
As for everyone else here who acted like children when responding to the OP: I'll never understand why some gamers feel the need to attack others based on decisions that have no affect on them whatsoever.
You know that Windows 10 upgrade is free for genuine Windows 7 owners, do you?
I am in the same boat, still using Windows 7. I purchased this game and didn't check the requirements. Of all games I didn't expect this one to require Windows 10. Well, to answer the OP's question, it doesn't run. But that's not gonna make me install that UX monstrosity. I will rather dig out my old mac and try that.
