You can control how often they spawn. I seriously doubt if you turned it to max you'll be thinking it's not enough lol
It does not appear to affect how often lairs spawn or how many things spawn from them. From what I can tell.
As for monster spawning, having less monsters spawn might help the A.I move throughout the worlds better I am thinking? Or maybe increasing the monster spawn so they can level up more thus making them more powerful and to earn gold etc. Maybe I'll have to test that sometime
The AI simply doesn't know how to handle the increased spawns.
I recall a old game I played some time ago it was funny seeing the Leader from the Lava World enter the Elven world or maybe it was the dead world can't remember and wrecking havoc but I think it might of died eventually funny when a.i and u try to fight it while looking to fight each other as well.
Which is a general problem in most 4x games
