Report a translation problem
1. Every few turns there is a chance for a single lord to be given out.
2. If it is decided that a lord will be given out, it then randomly selects which empire will get them. This is weighted in favour of weaker players, and those with fewer heroes. Though is still random.
3. Then after all that there is one more random roll for if it will actually give the hero or not.
So because of this, playing with more empires will make it less likely that you will get a hero. And also if you are doing particularly well compared to the AI, you will be less likely to get one. So the spell is highly suggested if the RNG is giving you issues.
