This is exactly what Frame Generation is there for. It basically circumvents your CPU limitation. Take for example Warhammer 40k: Darktide, another heavily CPU-bound game. Turning on Frame Generation takes the frames you get and doubles them, no matter how weak your CPU is. Of course, when your CPU is very weak and you get low base FPS, doubling them won't do much.
The problem is that Capcom seriously botched the implementation of Nvidia's upscaling technologies. DLSS is objectively broken and makes everything a blurry mess. The mod does double my FPS but makes it even blurrier and uglier. So yeah, Capcom needs to step up their f-ing game.
