That makes sense based on the supposed reasoning for how the chaos system works if I remember correctly.
If you got the "good" ending, then you didn't finish the game with high chaos. Finishing a single level with high overall chaos doesn't mean anything; you can still bring it back down by being stealthy and merciful later. Hence "overall" chaos.
"Ending" refers to the clips that play AFTER the very last mission. As in, what happens to the city and its inhabitants. Just because you saved *someone* doesn't mean you got the good ending.
