How to I get the AI to smash their ships on my starbases? I don't know how to bait them.

The easiest way is to have a large fleet and starbase/s on a planet near an enemy planet. The AI will send a fleet to "deter" you. If you jump your fleet out to the next planet over (hopefully not also next to the enemy, as that will make them not attack normally), there is a good chance the AI will attack, thinking its undefended. When that happens you jump your fleet back in and the AI is too dumb to retreat. Instant battle win (this even works against the "harder" settings, as the AI is pretty braindead).

Play at least on hard difficulty. If the enemy fleet is at your borders but not attacking you, its usually because you have a sufficient large fleet to deter them. Build phase jump inhibitors, remove your fleet, then as they start to jump in send your fleet back in to help clean up.

You dont even need the inhibitors, they will attack until their fleet is almost dead before trying to escape.
OK, so if my starbase is in system A and the AI is in neihboring system B, I would need to take my fleet and dump them into system C. I have a "bait" ship go to system B, and then ruuuun back to system A. When the AI is about to enter system A, my fleet comes in to A and crushes them. Is this it?

No. You have your fleet in system A, they have theirs in system B, you send your entire fleet to back to system C, and they will most likely attack. The moment they have all jumped in, send your fleet back to A. Either they will all stay and fight, or they will bug out and keep jumping back and forth from A-B-A until you wipe them out. Either way, you win (The AI is REALLY bad sometimes). Just realize this WILL ruin your fun, as the AI will ALWAYS fall for this crap, so its like easy mode.

Wait... I thought the point of the starbases was so that the enemy smashes their fleet on it. I tried a few games with starbases and the only thing they caught were scouts, rather defeating the point of them.

So let me get this straight... if I don't use this trick, my starbases will never engage anything more than a scout.

If I do use this trick, then the game will be no fun.

So either my starbases don't engage or I have no fun...

The AI will nearly ALWAYS jump into your planet at the same angle. Almost 100% of the time.

So if you pay attention to where the ships/fleet jumps into your grav well, place a starbase right near that point. Then voila, they will be bombarded by your starbase immediately after the land in your grav well.
