Lord of the Rings mod
Earlier to day I was thinking about some mod and something jumped into my mind. Why aren't there any lotr mods for CK2 out there?

It would be difficult to do. the lotr universe isn't petty kings and dukes fighting for their peice of land its about good against evil. The ai would contsantly be doing stupid things (i.e Gondor and Mordor fighting Rohan.) It wouldnt be like elder kings (another total conversion mod) where it actually makes sense with everyone fighting everyone. the lotr one would have to be in a constant "crusade" war with all the good factions fighting the evil ones. it might work if it was set hundreds of years in the future or past with the events leading up to the events in the books or after

Pretty sure the OP just wants a Middle Earth mod, as opposed to a Lord of the Rings mod.

And Cali Yeti, its simple, make the mechanics of the Evil (Pretty much those who worship Melkor, Sauron's Master) be like the one of the main religions (Christianity, Islam, Pagan, Jewish) and have those who worship the good deitys (cant remember their names) like another one, and most of the issue you bring up is resolved

Some enthusiasts are already working on one. They seem to be focusing on the War of The Ring (aka the events in the movies). IMO, if they want to make a Tolkien mod that suits CKII's gameplay they should pick a different period from Middle-Earth's history.

IMO, Melkor/Sauron worship would be one religion with a lot of different heresies/sects (sort of like unreformed pagans who all owed tribute to Sauron).
The Numenorians would be another religion (whoever was the heir of Isildor would be head of the religion).
The Dwarves would have thier own relgion and culture, but they would not suffer a relationship penalty with rulers of other religions (dwarf kingdoms would play like republics).
The elves would have Sindar and Eldar. These two would not suffer a relationship penalty with each other --just like Catholic and Orthodox Christianity.

Finnway, as far as I know, and correct me if I am wrong, the Free Men, those of Númenor, Arnor and Gondor, worship the same pantheon as the Elves, that of Eru Ilúvatar and the Ainur. Therefor, their religion would be the same. There would have to be, minor at least, cultural penalties with the differen Elven factions, and Dwarven and Elven.

The Dwarves have just as much an Enemy in the minions of Melkor as any of the other races, so there would have to be some penalty with them

The people in Gondor were only dimly aware of the existence of the Valar and most men in Middle-Earth did not know they existed. Religion isn't really present in Middle-Earth at all except for the Dwarves' religion and Sauron-worship.
Most of Gondor's culture revolved around their heritage from Numenor. In practical gameplay terms, it makes sense for Isildur's Hier to be a religious head because all nations of men recognized Gondor's authority during the hieght of its power and paid tribute, including the Horradrim and ancestors of the Rohirrim. Tolkien was also known to be a devote Catholic, and Gondor's history in the appendixes closely parallels Israel's history in the old testament.
