He's actually of Arab descent. Look at the other Arabs and you'll see. It's part of the new portraits for that ethnic group. I also think that they look too light skinned.

the Arabs conquered and colonized a vast region section of the sahara and established great ties to sub-saharan africa via immigration, trade and conquest (and slavery of course)

he could be darker but then again you could also say emir hasan of the addauid emirate is too dark-skinned. it's just the graphics for the arab group, it would be too tedious to make graphics for every single slight difference in skin color from iceland to timbuktu and wouldn't be very useful either since rulers don't always look like the people they rule over
