It's latin, its basically "a crumb of light" or something to that effect.

Mica Vista Julian -- Julian being like Ceasar, but can be elevated to "God" or "Light" etc.

Mica = crumb, flakes, "a bit"
Vista = view (modifier)
Julian = Ceasar, but with the "view" modifier, we'll interpret it as "Light of God"

So, "A bit of the light of God!"

or "The flakes of Ceasar!"

whatever you want to say about it, Cleric is a Catholic for sure.

Btw I don't understand Latin, this is done with Google translate. If someone does know Latin, maybe it translates more to like "View the crumbs of God!" or something like that, like a command to the victim, putting the "view" as a verb in front rather than a modifier of Julian. IDK. But anyway this is closer than whatever you guys were saying.
