1 Download this DDL from http://www.dlldump.com/download-dll-files_new.php/dllfiles/F/faultrep.dll/5.1.2600.2180/download.html
2 put the ddl just downloaded in C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32 or the directory where there is your xcom.exe
3 Start the game and play!
Hope this will fix for all of you because this fixed mine :) there was a problem with a missing ddl (faultrep.ddl) that steam didn't find!

1. Find the .exe to run the game from in the games files (do not run it from stea library), for example my XCOM is in :
C:\Program Files (x86)\Steam\steamapps\common\XCom-Enemy-Unknown\Binaries\Win32
2. Now run that .exe as an admin, you will now get an error message when it fails to open, useually this is a "blah blah blah.dll" is missing (for me with xcom it was XAPOFX1_5.dll).
2. Now find somewhere to download this .dll and repeat the above steps, either the game will start OR you may get a second error with a different .dll missing (I had this with borderlands 2, I had to download the second .dll to)
Just to add I'm using windows 7, this is the only fix i've found for this issue and is pretty much my go to process when a steam game doesn't open like this.
Hope it helps some of the people having issues, I know I was quite frustrated until I was able to pinpoint the issue to fix it.

You can try to make it run but then there is no guaranttee that it will continue to run even if getting it to run.
To play single player you do not have to be logged into Steam, you can play it with Steam off-line but every now and then you will have to log in to Steam when it gives you a message -about every week or so.

But then I do not know, since I have not tried it on my XP computer.
Anything else and usually there is a cause from dirt and dust in the fans in the computer and grahpics card, to any thing else like programs in the BIOS, updating BIOS, to video drivers and other things usually in the computer.
Defragging the harddrive, to checking the harddrive, to anything and everything in a computer.
It works on my computer all the time.
If not starting after the opening movies perhaps you should start it up in a "window" by putting "-windowed" without the quotes in your game in Steam getting up Properties after clicking on Library to get up the game and right clicking on it, and getting up the General Tab and adding "-windowed" in the Launch Options in Steam.
Otherwise you can check files there and all of that.
