First, be sure the "Enable soldier speech" box is checked in the edit options menu.

That wasn't the issue for me. I use Realtek high definition audio and wear headphones.

How I fixed it: Configured my audio channels from 5.1 Surround to Quadraphonic. Next, I unchecked "surround speakers" and finished by restarting the game.

I have seen comments on the boards that this problem is realted to surround sound. Try turning that off if you are using it.

Also for some reason when you play the game with a controller you get a lot more responses from the soldiers. I noticed that only because I used to own the game on PS3.

It fixed the problem I was having. That's what I get for reinstalling everything and not remembering to check the audio settings.
