Report a translation problem
If you find at least three helmets amongst the choices, then you have the Elite Soldier Pack installed.
If you find at least six, then you've got Slingshot.
Find nine, and you've got both.
The Slingshot missions are always performed as the first council missions in your campaign. If you've already done some other ones in this run through, then you'll have to start another to see them.
Nope it is 14.95 I was totally duped...
If you want the DLC, politely ask someone you know who lives in the US or anywhere else to help buy it.
From the Steam store page, the text about the game reads
"Customize your squad with three new bonus items. Instantly unlock a new recruit in your barracks inspired by the original X-COM: UFO Defense. Outfit your soldiers with specialized armor upgrades including the new Hyperion and Reaper soldier armor kits. Customize your soldiers’ appearances with a variety of colors and tints for all armor sets.
Note: The Elite Soldier Pack was included in the pre-purchase offer of XCOM: Enemy Unknown."
The text may read slightly different in other translations, although there is nothing misleading about this description at all. The only thing it offers is cosmetic options for customizing your soldiers' appearances. Did you read the information about the DLC you were buying, or did you just buy it and have high hopes for what it would add to your game?? How exactly were you mislead?

Erm, but those visual armour upgrades ARE cool, are they not? :-)
I suppose it might sound like a new kind of armour, but I do enjoy the extras (I got the pack with my pre-order). I bet you will too, and in the future, you probably wont purchase DLC for any game without asking more questions or reading forums and reviews to learn more. I'm sorry to hear the DLC was so expensive for you though.
